Dien Bien Province has an administrative structure based on a two-tiered local government model with 45 communes and wards, including: 3 wards (Dien Bien Phu, Muong Thanh, Muong Lay) and 42 communes (Muong Phang, Thanh Nua, Thanh An, Thanh Yen, Sam Mun, Nua Ngam, Muong Nha, Tuan Giao, Quai To, Muong Mun, Pu Nhung, Chieng Sinh, Tua Chua, Sin Chai, Dien Bien is a mountainous, border province in the Northwest region of Vietnam, located approximately 470km from Hanoi. To the east and northeast, it borders Son La province; to the north, Lai Chau province; to the northwest, Yunnan province (People's Republic of China); and to the west and southwest, Phongsaly and Luang Prabang provinces (Lao People's Democratic Republic). It is the only province sharing a border with two countries, Laos and China, totaling 455.573 km, of which 414.712 km is border with Laos and 40.861 km with China. It has transportation routes to northern Laos and Yunnan province of China. Along the border are the Tay Trang - Pang Hoc International Border Gate; the main Huoi Puoc - Na Son border gate; the secondary Si Pa Phin - Huoi La border gate; and the A Pa Chai - Long Phu border crossing. Besides road transport, Dien Bien also utilizes air transport with flights connecting Hanoi and Ho Chi Minh City. Ho Chi Minh.
