Attending the opening ceremony were: Comrade Tan Minh Long - Member of the Provincial Party Committee; Nguyen Hoang Hiep - Deputy Director of the Department of Culture, Sports and Tourism; members of the Steering Committee and Organizing Committee of the Sports and Physical Education Congress; representatives of the leaders of provincial departments and agencies; leaders of departments and units under the Department; and athletes, referees, and press agencies in the province.

Participating in the basketball tournament as a pre-Congress event were 4 units with 11 teams and nearly 100 officials, coaches, and athletes from the Department of Education and Training, Tuan Giao commune, Muong Thanh ward, and Dien Bien Phu ward; At the tournament, athletes competed in the men's 5x5, 3x3, and women's 3x3 team events. Speaking at the opening ceremony, Comrade Nguyen Hoang Hiep emphasized, "...I believe that the athletes from the 11 teams of the Education and Training sector, Tuan Giao commune, Muong Thanh ward, and Dien Bien Phu ward will compete wholeheartedly, offering the audience truly exciting matches with many beautiful plays and high professional quality, demonstrating the spirit of Sports - Unity - Honesty - Nobility with the motto of the Games "Faster - Higher - Stronger..." The basketball tournament, a preparatory event for the 12th Dien Bien Provincial Sports Games in 2026, will take place from October 17th to 19th, 2025.
