The Thanh Ban Phu Festival is held annually on the 24th and 25th of the second lunar month at the temple within the Thanh Ban Phu National Monument, Noong Het commune, Dien Bien district (now Thanh An commune, Dien Bien province). The festival aims to commemorate and express gratitude to General Hoang Cong Chat, along with Generals Ngai and Khanh, and the resistance fighters who made great contributions to building and protecting the Muong Thanh border region. It also serves to educate future generations about the tradition of nation-building, national defense, and the principle of "drinking water, remembering the source." Hoang Cong Chat (real name Hoang Cong Thu, from Vu Thu district, Thai Binh province) led an uprising in 1739, then advanced to the Northwest, coordinating with two Thai leaders, Ngai and Khanh, to drive out the Phe invaders and liberate Muong Thanh in 1754. To consolidate his power and create a long-term base, he built Ban Phu Citadel, which is now a national historical site, classified in 1981. The festival consists of two parts: the ceremonial part and the festive part. The ceremonial part is solemn with the procession of palanquins, dragon dances, reading of commemorative texts, and offering incense to remember Hoang Cong Chat and his generals and resistance fighters. The festival is vibrant with cultural and artistic performances, traditional costume shows, Xoe dances, folk games, and traditional sports competitions. The festival not only preserves historical and cultural values ​​but also contributes to strengthening community bonds and educating the younger generation about patriotism and national pride. Thanks to its unique values, the Thanh Ban Phu Festival was recognized as a National Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism in 2015, becoming an attractive cultural and tourist destination in Dien Bien.
