Mr. Yoshihiro Hiratsuka, Director of the Pacific factory specializing in processing pickled radishes, ginger, and cucumbers for export to Japan, located in Hoa Binh province, gifted Dr. Tran Le 10 purebred Japanese cherry blossom seeds. The seeds are officially known as Idohigan Sakura in Japanese, Prunus Subhirtella in Latin, Cherry Blossom in English, and Edohigan Cherry Blossom in Vietnamese. Dr. Tran Le began searching for suitable land for cultivating and propagating this Japanese cherry blossom variety, selecting the area around Pa Khoang Lake. The criteria for this location were good soil quality, proximity to a water source, and the potential for successful expansion and development.

On September 17, 2007, Muong Phang Agricultural and Forestry Technology Joint Stock Company was established, with Dr. Tran Le as Director. Its headquarters are located in Mon village, Muong Phang commune, Dien Bien district, Dien Bien province (now Dien Bien Phu city), with the function of planting forests, cultivating and trading ornamental plants and flowers, planting and processing rubber, fruit trees, and various types of vegetables and legumes. Besides orchids, phalaenopsis, lilies, tulips, roses, gladioli, carnations, chrysanthemums, and hydrangeas, the company focuses on cultivating and propagating Japanese cherry blossoms from 10 rare cherry blossom seeds that were gifted to them.

In early 2016, Dr. Tran Le successfully propagated 1,000 Japanese cherry blossom trees, of which 200 trees bloomed brilliantly from December 25th of the previous year and shed their flowers and bore fruit on January 20th of the following year. Through numerous difficulties and hardships, the company has now successfully cultivated cherry blossom trees from 10 Japanese cherry blossom seeds of the Indohigan Sakura variety, developing over 100,000 trees of various sizes. Dr. Tran Le has been recognized by the Vietnam Record Organization as the person who successfully domesticated and propagated the largest number of Japanese cherry blossom trees in Vietnam; he was awarded a Golden Disc for Innovation by the World Federation of Innovators and admitted as a member. On December 26, 2016, Muong Phang Agricultural and Forestry Technology Joint Stock Company changed its name to Tran Le Cherry Blossom Joint Stock Company to specialize in domesticating and developing rare Japanese cherry blossom varieties, aiming to create a unique and attractive tourist destination.
