Hill D1, part of the Dominique cluster, was a forward outpost of the eastern hill range, where fierce battles took place between the soldiers of the 209th Regiment, 312th Division, during the second offensive of the Vietnam People's Army against the Dien Bien Phu fortified complex. The Dien Bien Phu Victory Monument is a cultural and artistic work of profound historical and humanistic value, inaugurated in 2004 to commemorate the 50th anniversary of the historic Dien Bien Phu victory. The monument's design is the work of sculptor Nguyen Hai. The statue depicts three soldiers and a Thai ethnic child, with one soldier proudly waving the "Determined to Fight, Determined to Win" flag, sent by President Ho Chi Minh to the front lines to encourage our troops to overcome hardships and dangers, and to enthusiastically compete and achieve success. The starting point for ascending to the Dien Bien Phu Victory Monument is a ceremonial square with an area of ​​3,000 square meters. This is also an important space for organizing cultural activities, revolutionary tradition education, and important programs and events during holidays, festivals, and weekends. This enhances the cultural and spiritual enjoyment of the people, serves the needs of tourists visiting Dien Bien province, and creates a healthy and beneficial playground, preserving and promoting national cultural values, and showcasing tourism products to visitors.
