A small stream, Huoi He O, flows in front of the cave entrance. This stream provided water for the officers and soldiers during the time the Command Headquarters was stationed there. Near the cave is a beautiful waterfall, where the Command Headquarters members often met to discuss plans and strategies for eliminating the enemy. In front of the cave, near the waterfall, officers and soldiers placed rocks to serve as meeting tables and chairs.

During the time the Campaign Command Headquarters was stationed in Huoi He Cave, many important meetings took place, involving intense and dramatic battles of wits and strength. The main task of the Campaign Command Headquarters at this time was to direct the troops and civilian workers to quickly build roads, haul artillery, and transport food and ammunition to the front lines, preparing to attack the enemy.

Assessing these difficulties, he pondered whether a quick victory would guarantee success if Vietnam pursued a strategy of "quick attack, quick victory." He suspected Dien Bien Phu would become a sea of ​​blood. He recalled President Ho Chi Minh's words before he left for the front: "We must win, not lose, because defeat means losing everything," and "This battle is crucial; we must fight to win. Only fight if victory is certain; do not fight if victory is uncertain."

After 11 days of deliberation and a sleepless night, on the morning of January 26, 1954, the Campaign Command decided to convene the Front Party Committee and issue a resolution changing the operational plan from "quick attack, quick victory" to "steady attack, steady advance."

Following this change in operational plan, the General wrote an urgent letter reporting to the Politburo, which unanimously agreed that it was a completely correct decision. The Central Party Committee and the Government would mobilize the entire army and dedicate all their resources to supporting the front lines. The goal was to achieve victory at Dien Bien Phu.
